Building Capacity for Efficient Payroll Management for Benue State Primary Healthcare Board
The Benue Digital Infrastructure Company (BDIC) successfully conducted a two-day Payroll Management System training and demonstration for staff of the Benue State Primary Healthcare Board (PHCB), held from 21st – 22nd January 2026. The programme forms part of ongoing efforts to strengthen institutional capacity and entrench efficiency in public sector payroll administration.
The training brought together key PHCB officials, including Mrs. Salome Idye (Head of Accounts), Mr. Kizito Agber (Accountant II), and Mr. Frank Okonu (Director of Administration and Finance), alongside other senior and technical staff of the Board.
The sessions were facilitated by Mr. Cephas Abur, Head of Systems Support and Data Gathering at BDIC, who provided a comprehensive walkthrough of the Payroll Management System. Participants were taken through the system architecture, defined user roles, and end-to-end payroll workflows designed to manage salary payments for staff, contractors, and other payment obligations across MDAs.
Key highlights of the training included:
Clear role definition for Payroll Officers and HR Officers
Accurate capture of staff records, promotions, retirements, and exits
Structured approval layers covering inspection, budgeting, and accounting
Built-in controls to promote transparency, accountability, and data integrity
Administrative and technical support mechanisms for seamless system operation
This two-day engagement aligns directly with the vision of His Excellency, Rev. Fr. Hyacinth Iormem Alia, Executive Governor of Benue State, in strengthening e-governance, enhancing transparency and accountability, and ensuring the timely payment of salaries, wages, and entitlements to staff of the Benue State Civil Service.
