BDIC and AfDIC Participate in the 18th International Conference on Theory and Practice of Electronic Governance (ICEGOV 2025)
The Benue Digital Infrastructure Company (BDIC), Managing Director/CEO, Mr. Gbande Hembaor Terwase, who also serves as the President/CEO of the Africa Digital Infrastructure Coy (AfDIC), participated alongside the Honourable Commissioner for Communications and Digital Economy, Hon. Kwaghgba Amande, at the 18th International Conference on Theory and Practice of Electronic Governance (ICEGOV 2025).
The globally renowned conference, themed “Shaping the Future of Digital Governance through Cooperation, Innovation and Inclusion,” was hosted by the National Information Technology Development Agency (NITDA), under the patronage of His Excellency, President Asiwaju Bola Ahmed Tinubu, GCFR, and within the enabling policy environment of the Federal Ministry of Communications, Innovation and Digital Economy. The conference was held from November 4th–7th, 2025, in Abuja, Nigeria.
ICEGOV 2025 placed Nigeria at the forefront of global digital discourse, reaffirming its position as a regional leader in technology-driven governance and innovation. The event showcased the country’s commitment to digital transformation and inclusive policy frameworks, drawing participants from government institutions, academia, industry, and civil society.
This year’s conference was highly competitive and diverse, featuring 151 research papers authored by 308 contributors from 33 countries, with 68% of submissions coming from emerging economies. Notably, Nigeria led all countries with 102 authors, followed by Brazil, India, Portugal, and Greece, demonstrating Nigeria’s growing influence and leadership in digital governance research and implementation.
The participation of BDIC and AfDIC at ICEGOV 2025 underscores Benue State’s and Africa’s collective commitment to advancing digital governance, innovation ecosystems, and data-driven public service delivery. Through strategic collaboration and shared insights, the delegation engaged with international experts and partners to strengthen ongoing initiatives such as revenue automation, shared ICT infrastructure, and inclusive digital transformation frameworks across Nigeria and the continent.
The conference concluded with renewed global partnerships, actionable policy insights, and a shared vision for a more inclusive, resilient, and impactful digital governance landscape.
